Same snow but different approach to clearing

On Monday morning, radio stations were full of alarms about the difficulty Montreal and its citizens were facing because of the second big storm of the month and the 40 cm of snow which fell during the weekend.Schools were closed. People had to get to work though. Buses were running but delayed....
