A group of dog owners who are regular users of the City of Côte St. Luc's dog run are asking city council to take measures that would ban pitbulls from the run.

Raising the issue during a meeting of council on July 14, Barry Klar said he was speaking on behalf of a delegation of dog owners who frequent the Mackle Road dog run.

"We the undersigned are in favour of creating a ban in which pitbulls will be prohibited from frequenting the dog park located on Mackle Road in Côte St. Luc," he said, reading from a petition the dog owners gathered.

The group's definition of a pitbull would include pitbulls, terriers, Staffordshires, bull terriers, American Staffordshire terriers, American pitbull terriers, or "a dog that has an appearance and physical characteristics that are substantially similar to any of the aforementioned dogs."

Klar said legislation is pending in parts of the U.S. and Canada where bans on pitbulls were enacted and pitbull owners subsequently came forward to challenge the law. "One of the more famous cases is one in the Supreme Court, where the challenge was rejected," he said.

"And it's interesting what the Supreme Court in the United States said in banning pitbulls: pitbull attacks, unlike other dogs, occur more often, are more severe, and are more likely to result in fatalities. The court also found that pitbulls tend to be stronger than other dogs, often give no warning before attacking and are less willing than other dogs to retreat from an attack, even when they are in considerable pain.

"However, interestingly, the court did not cite any scientific sources for this legal conclusion, meaning there's no reason why that happens, other than a pitbull is a pitbull. And we can't understand why it happens, but it happens."

Klar said a pitbull ban is necessary at the Mackle Road dog run because "we have many small dogs" and "many small children who frequent the dog run and it's a concern for all of us and we're very fearful of a tragedy." Mayor Anthony Housefather said council would be reviewing the request.

"Council will consider what steps we can take or we should take to limit or ban pitbulls from the dog run or impose restrictions on pitbulls, such as wearing a muzzle or other types of possibilities," he said. "Certainly it's something that council is sensitive to, so over the next month we'll try to make a decision as to what we would do with respect to pitbulls and other similarly dangerous breeds."

Pitbulls have a long history, stretching back centuries, as a breed used for dog fighting. According to a study by the Centers for Disease Control in the U.S., one-third of all fatal dog attacks between 1979 and 1998 were caused by pitbull-type dogs.

Two years ago, the province of Ontario made it illegal to import or transport pitbulls through the province. While pitbulls owned prior to that are still allowed, they must be muzzled and tethered on a leash no longer than 1.8 metres. Since 1990, the City of Winnipeg, Man. has had a by-law banning pitbulls on its territory.

What the fuck!It's not the dog's fault it's the people that train them cuz they train them badly!I know this for a fact cuz I have a pit bull and she is sweeter than sugar!!Again what the fuck! Kill them people for that!

sry ppl but i think u all are just trying to band my dogs from going to the dog parck becase there pits i live in ndg and im sry to say but if u go in to girouard parck witch is known for haveng just pitbulls in the dog run u will c the pitbulls are well treind it all dependse on the master not the dog so sry but im not agreeing with this i find it really stupied

Why would small children ever be in a dog park? I own a pitbull who is very friendly with other dogs (and of course people too) but i choose not to bring him to the dog park because there are far too many irresponsible dog owners (large breed and small breed) I have had many problems with owners of small breed dogs offleash acting aggresively towards my dog who luckily is very patient. Banning specific breeds is not effective in reducing the number of bites because it does not address the real issue of responsible ownership. Every pet owner regardless of breed or size is responsible for the way their dog behaves in public. A man was bitten in NDG because a female dog in heat was allowed to roam free, that is absurd it has NOTHING to do with the breed of this dog. Furthermore i am so tired of the media's false claims about pitbulls, the majority of people who makes claims about pitbulls have never owned or handled a pitbull. I don't walk around making medical claims since i am not a doctor. I don't care to hear what an ignorant politician thinks about pitbulls. Let's get the facts straight and come up with some real solutions to keep our community safe around all dogs.

Instead of creating a false sense of security by eliminating one group of breeds from the dog park, why does the borough council and users of the park not look into more proactive means of increasing safety for dogs and their owners?

Would it not seem more effective to have multiple areas available in which dogs can be exercised? Perhaps a section for smaller dogs, one for larger dogs and a couple of individual runs for dogs of *any* breed who don't do well in large groups?

Limiting access to small children is also something that should be considered. A small child can easily be knocked to the ground by any larger dog, regardless of breed. It seems profoundly unwise to allow one's child to mingle with a large number of dogs who may or may not be familiar typical behavior of children.


Obviously, rules against brining *any* dog who does not play appropriately in larger groups should be enforced, as should rules against treats or toys as they can cause problems between dogs.

Instead of jumping to ineffective and hysteria fueled decisions, I hope that the borough council will be levelheaded and informed in dealing with this issue. There is the opportunity to make meaningful and long lasting changes in this situation, changes which would be beneficial to all dogs and all people.

This is total Bull crap. Some of the nicest and well behaved dogs i have met have been pitbulls.Pitbulls pass temporment tests with flying colors while chis and poms are failing it badley, and pities are the bad ones???? Its just so darn cute when your getting attacked by a little furry rat isnt it, Because the owner4s are to irresponsible to train it properly. My motto is, there are no bad dogs, just bad dog owners. What the hell is this even about? A breed should not be banned, A dog that has attacked should be banned, the breed should have to pay for the attacks. Ive seen so many JRTS that have aggresion issues , and i havent seen one pitie with a bad bone in its body. So why not target JRTs? They are all bad dogs, they all bite, they should all have to be muzzled in public places (sarcasim ends here) Whats next? banning huskies 'cause they look like wolves???? What is the worl coming to. All you people who agree with this should be ashamed of yourselves. If you are so weak minded , that you beleive everything the media tells you, maybe you should be banned! Its stupid people like you, who make this world the dump it is.

I'm going to have to agree with this. I see everyday black people committing crimes on the news! I think it's time we start banning black people from cities. They are responsible for the majority of the crimes and often shoot people. Black people are a danger to the community and should either have to move somewhere else or be executed. Also I think we should ban Hispanic people from cities as well. The news shows them getting in trouble alot too. I think we should just ban anyone who the news profiles as dangerous. That way it will be just us nice, innocent white people. If you watch the news you'll see we usually aren't on there for committing a crime.

Because we all know the media always tells a fair story and never lies.

And the ignorance is just as contagious as ever. When will people get it in their heads, it's NOT the breed! I'd be more afraid of being attacked by a Yorkie than a Put Bull. There is no scientific evidence that Pit Bulls are naturally more violent. It is the person handling and raising them that makes a dog violent. I have heard from many Lab owners that they are more afraid of their dog attacking people than if they had a pit. First it was German Shepherds, then Dobermans, then Rottweilers. What breed is next? I have an idea, why not just ban people? I think I like that idea better.

First of all, young children shouldn't be at a dog park... that's just stupid. Second of all, if people think that Pit Bulls are any more of a risk than ANY other untrained/poorly trained dog, especially a large dog (of which Pit Bulls are not... but most people really don't know what a "Pit Bull" is) then they are REALLY ignorant. I don't even have the strength to deal with people like this. The problem is the irresponsbile moron who takes a dog of ANY breed to a dog park that shouldn't be there, whether it be lack of altering, poor training, aggression, dominance, lack of socialization, etc. People are just stupid and place the blame on the wrong "group".

Put limitations on owners, not dogs... it's not their fault if their owners are morons. :(
