For pedestrians and motorists passing along Chester Avenue in western NDG during the summer, Hernan-Dario Osorio Betancourt and his caged budgies are a familiar sight. The former Colombian has a love of nature. While relaxing in his garage, where he has an aquarium of tropical fish, he keeps on eye on the caged birds outside.
